Recommendation:

A comma-separated list of documentation DOIs should be used in the "references" attribute in Earth Science data products, both at file-level and for specific variables.

Recommendation Details:

The "references" attribute is useful for storing information regarding documentation in Earth Science data products.  The "references" attribute can exist at both the file level and variable level.  The most concise way to reference a document is via its DOI.  Comma-separated lists are easier to parse than space-separated lists.  It follows that a comma-separated list of documentation DOIs should be used in the "references" attribute in Earth Science data products, both at file-level and for specific variables.
