This is useful for legacy HDF4/netCDF-3 that GDAL /viss3 cannot handle efficiently.

This is also useful for avoiding the transfer of a large file (e.g., TerraFusionTerra Fusion) from DAACs to S3.

1. User provides product short name, date range, dataset name, and subset parameter.
2. CMR returns a list of matching granule names.
3. Workflow lambda generates the list of OPeNDAP URLs and put NcML files into S3 bucket.
