Create Provider-Specific Validation Rules for Collection Records

Providers who wish to provide tailored may supplement the CMR validation rules for their collection metadata records may do so by creating a file with their records with their own provider-specific rules.  

To do this, create a file with your validation rules, and then  submitting then submit a pull request to GitHub.
