This is a master-overlay

Master overlays are the master portion of a master-detail view which is overlayed over the main content view. For the EDSC, this typically contains the dataset facets, search results, and pinned datasets, overlayed over the main map view.

Master overlays contain two sections, styled as vertical columns. The left column is the "master-overlay-parent", the right is the "master-overlay-main". They differ mostly in size, background color, and the ability to close the parent while keeping the main area visible.

Master overlays have a static header area and a scrollable body which stretches the vertical height of the main portion of the page

It contains an example of a panel-list. Panel lists are used to show item summaries as tiles / panels (as opposed to a columnar view). Typically, panel-list-items will have thumbnails or placeholders, some obvious title, some descriptive text, and some actions to perform on the item. Panel lists are used most often for dataset views.
